provided.POSITION DESCRIPTION: Serve as the agency's Chief Data
Officer (CDO). In this role, the CDO inspires and provides
leadership of the Department's operational data goals, strategy,
and governance. Collaborate and coordinate with senior leadership
and functional offices in regards to operational data and
technology. Lead the development and implementation of the agency's
data strategic plan. Develop and implement agency operational data
and technology policies, procedures, standards, and governance.
Drive the development of enterprise data standards, governance
processes, and performance metrics to ensure value is delivered to
the Department's internal and external customers. Advise executive
management on operational data and technology needs of the agency
for planning, documentation, minimum standards, best practices, or
as required by law.Assist the Executive Director of Transportation
Technology and the Department's Executive Team in planning,
organizing, staffing, directing, and governing data capabilities
and initiatives to support transportation safety, mobility, and
community-centric solutions. Directly oversee the Civil Integrated
Management (CIM) program areas and activities, consisting of the
Geomatics, Geographic Information Services (GIS), Data Analytics,
and Data Governance areas. Use influencing skills to create
synergies across the enterprise to enable cost-effective and
innovative shared solutions to achieve business goals. Develop and
manage the annual operating and capital expenditure budget to
ensure the investment in data technologies is consistent with
strategic objectives. Ensure that data projects are delivered with
high quality, on schedule, and within budget. Foster a
business-oriented and digital-ready culture that ensures
exceptional internal and external customer service.Direct the
development of the sourcing strategy and provides oversight for
strategic vendor and partner relationship management. Develop the
workforce strategy and action plans that align with and enable the
effective execution of business and data strategies. Recruit,
develop, and retain a workforce with the appropriate mix of
business knowledge, technical skills, and core competencies.
Provide leadership, coaching, and direction to the CDO's direct
reports. Create a work environment of high morale, efficiency, and
accountability of employees.Ensure that district and central office
activities associated with operational data and technology programs
and products are monitored to assess performance and are in
compliance with all applicable laws, rules, and procedures. Direct
risk management efforts, and corrective actions when necessary.
Provide support during emergencies to the State Emergency
Operations Center with various data and technology tools offered
through the CDO's program areas, including field deployable
technologies and staff.Monitor and analyze State and Federal
legislation and policies impacting the Department's data processes
and recommends appropriate strategies and approaches. Assist in the
development and prioritization of the agency's legislative budget
request.Coordinate internally within the Department, with other
state agencies, other state and federal Department of
Transportation agencies, and Florida's Universities with regard to
data and operational technology requirements, practices, and
research. This includes representing the Department with external
groups such as the American Association of State Highway and
Transportation Officials, Southern Association of State Highway and
Transportation Officials, Highway Engineers Exchange Program,
etc.KNOWLEDGE, SKILLS AND ABILITIES: Ability to develop and
implement a comprehensive work plan. Ability to formulate
strategies and action plans to achieve results. Ability to
coordinate transportation technology issues internally and
externally. Ability to plan and organize transportation technology
and data activities. Ability to maintain good working relationships
with customers. Knowledge of Department organizational structure.
Ability to communicate effectively both verbally and in writing.
Ability to apply applicable rules, regulations, policies and
procedures. Knowledge of the principles of budget preparation and
management. Knowledge of Department personnel procedures. Ability
to solve problems and make timely decisions. Ability to establish
and maintain effective working relationships. Ability to consult
with management on technical matters related to data technology.
Ability to supervise and lead staff. Knowledge of geospatial data
